WEST BENGAL INDUSTRIAL POLICY
The State Govt.has announced a new industrial policy in
September 1994. The main salient feather of the State Govt.’s
policy industrial promotion and economic development are as
under: -
-
The State Govt. welcomes foreign technology and
investment as may be appropriate, or mutually advantageous.
- The Govt. recognizes the importance and key role of the
Private Sector in providing accelerated growth. The State
Govt. would welcome private Sector investment in power
generation.
- Improvement and upgradation of industrial infrastructure
is indispensable for accelerated growth of industries. The
Govt. recognizes the need in improvement in roads,
communication and development of Growth Centres. Since these
programmes require massive investment, the Govt. proposes to
undertake projects for development of industrial
infrastructure through the Private Joint Sector also,
whenever feasible.
- The Govt. has already taken the initiative in
substantially improving the social infrastructure facilities
like development of satellite township, housing, health,
education, water supply, hotels, etc. a major thrust has
been given to technical education and training through
polytechnics and it is. In the sphere of health, improvement
and expansion of hospital facilities in and around Calcutta
and Growth Centres through Private & Joint Sector
efforts is being explored.
- Along with the Public & Private Sectors, the State
Govt. looks upon the joint and assisted sectors as effective
instrument for mobilizing necessary resources and expertise
in important areas of economic activities.
- Based upon the available opportunities and the potential
of this region, the State Govt. has identified certain
segments of industries as thrust areas for special attention
viz.
-
Petro-chemicals & Downstream Industries,
- Electronics & Information Technology,
- Iron & Steel, Metallurgical and Engineering,
- Textiles,
- Leather and Leather Products
- Food Processing, Edible Oil, vegetable Processing and
aquaculture
- medicinal plant, Rubber, Palm oil and Tea,
- manufacture of basic drugs chemicals and
pharmaceuticals,
- Optimal utilization of minerals and development of
mine based industries,
- gems and Jewellery and
- Promotion of Tourism and Tourism related activities.

NOTIFICATION
No. 91-CH/H/4F-54/2000
Whereas in pursuance of a National Policy the sales tax
related incentives have been withdrawn from the 1st January
2000.
And whereas the State Govt. have considered it necessary
and expedient to extend new types of incentives for promotion
of industries in the State from the same date.
Now, therefore, the Government is pleased hereby, in
supersession of the West Bengal Incentive Scheme 1999
sanctioned under Commerce & Industries Department’s
Notification No. 580-CI/H dated 22.06.1999 and amended from
time to time, to approve and sanction a New Incentive Scheme
for large, medium and small scale industrial units as under:
-
SHORT TITLE:
This Scheme may be called The West Bengal Incentive
Scheme, 2000 (hereinafter referred to as the 2000 Scheme)
for Industrial Projects of large, medium and small scale
units (hereinafter referred to as Units) to the set up in
the State.
-
COMMENCEMENT AND DURATION:
Unless specifically mentioned against the respective
items of incentives sanctioned under the 2000 Scheme, it
shall come into effect on and from the 1st day of January
2000 in the whole of West Bengal and shall remain valid
for a period of five years ending on the 31st December
2004.
-
DEFINITIONS
In the 2000 scheme, unless the context otherwise
requires,
-
"State Government" means the Government of West
Bengal and "Central Government" means the Government of
India;
-
"Q.B.I.D.C." means the West Bengal Industrial
Development Corporation Limited and "W.B.F.C." means the
West Bengal Financial Corporation.
-
"DIC" means District Industries Centre;
-
"W.B.T.D.C." means West Bengal Tourism Development
Corporation
-
"State Financial Institutions" means the W.B.I.D.C.
and the W.B.F.C.;
-
"authorized Agent" means W.B.I.D.C. an agent
specially authorized by the State Government for
operation of the 2000 Scheme in respect of large and
medium scale industries. For the industrial undertakings
in the Small Scale Sector, the District Industries
Centre will be the authority to scrutinize, verify and
recommend the cases to the District Level Committee
constituted by the Cottage & Small Scale industries
Department for the purpose. For Tourism Units, West
Bengal Development Corporation will be the authorized
agent;
-
"Unit" means any industrial project in large and
medium scale having approval in the form of letter of
intent, industrial licence or registration certificate,
as the case may be, under the Industries (Development
and Regulation) Act, 1951 (65 of 1951) or an
acknowledgement in the form of Secretariat from
Industrial Assistance reference number from Central
Government excluding those mentioned in the negative
list of industries at annexure-I of 2000 Scheme.
OR
Any Cottage and Small Scale Industrial Undertaking
including Industrial Co-operatives, Tiny and Small Scale
Service and Business) provisionally/temporarily
permanently / finally) Undertaking registered under the
District Industries Centre of the Directorate of Cottage
and Small Scale Industries.
OR
Any Tourism unit with a fixed capital investment
exceeding Rs.100 lakhs; on Letter of Intent or
Industrial Licence or Registration Certificate under the
industries (Development and Regulations) Act, 1951. or
Secretariat Industrial Assistance reference number from
Central Government shall be required in the case of a
tourism unit:
-
"Large/Medium Scale unit" means a unit as defined by
the Government of India from time to time.
-
"Small Scale Unit" means a unit having investment
upto the limit as prescribed by the Govt. of India from
time to time.
-
"Tourism Unit" means a project in the large and
medium sector related to tourism activities in the
following items as defined in Annexure II and as may be
further notified by the Tourism Department:
-
Hotels
- motels
- Heritage hotels
- Yatrinivas
- Yatrika
- Resorts
- Railway travel projects on the pattern of Palace
on Wheels
- Aerial Ropeways and
- camps and Facilities encouraging adventure
tourism:
-
"New Unit" means an industrial unit in the
large/medium/small scale sector having investment in
capital assets which is established and commissioned by
the entrepreneur for the manufacture of goods in West
Bengal for the first time on or after the 1st January
2000 and is registered with the Directorate of
Industries/Directorate of Cottage & Small Scale
Industries/Directorate of Tourism, as the case may
be;
-
"Existing industrial Unit" means an industrial unit
in the large/medium/small scale sector having investment
in fixed capital assets which exists in West Bengal and
manufactured goods in such unit, immediately before it
starts commercial production in its expanded portion on
or after the 1st January 2000;
-
"Mega Unit" means an eligible unit of special
characteristics set up on or after the 1st January 2000
with investment exceeding Rs. 250.00 crores;
-
"Approved Project" means the industrial project of a
unit for which registration certificate and eligibility
certificate have been issued under the 2000 Scheme;
-
"Approved Location" means the location of the
approved project registered with the concerned authority
of the Central Government/the State Government:
-
"Approved Industrial Complex" means any industrial
complex set up in public or private sector in the State
approved by the State or Central Government;
-
"Eligible Unit" means a unit in the
large/medium/small scale sector having registration
certificate issued by the Directorate of Industries and
eligibility certificate by the W.B.I.D.C. or
registration certificate issued by the District
Industries Centre, as the case may be;
For a Tourism Unit an "eligible unit" shall be a unit
having registration certificate issued by the
Directorate of Tourism and the eligibility certificate
by the West Bengal Tourism Development Corporation for
its approved project.
-
"Expansion of Existing Unit" means expansion for the
same item(s) of production within its existing approved
capacity or for expansion for enlarged approved capacity
or for manufacture of a new items with an approved
capacity’
EXPLANATION-I
Such project should be covered by appropriate
approval under the industries (Development &
Regulation) Act, 1951 or a Secretariat for industrial
Assistance reference number or approval by any
Directorate under the Cottage & Small Scale
Industries Development, West Bengal concerned District
Industries Centre or Small Industrial Service institute,
Govt. of India or the Directorate of Tourism. Government
of West Bengal as the case may be.
EXPLANATION-II
The case of expansion of an existing unit, the fixed
capital investment or to be made on approved project
shall increase the total value of the fixed capital
investment of the unit by not less than 25% of the net
value of fixed assets of land, building and plant and
machinery as on 1st January 2000 or Rs.50 lakhs,
whichever is less.
-
"Expanded Portion" means the portion expanded with
additional capacity on or after the 1st
January 2000 with approval of the State Government for
the manufacture of goods in West Bengal either in its
existing location or in a different area:
-
"Fixed Capital Investment" means investment made in
land, building, plant and machinery and equipment
installed for pollution control measures of the approved
project of the eligible unit on or after the 1st April
1999 subject to other conditions laid down in paragraph
6 of the 2000 Scheme:
EXPLANATION:
The "fixed capital investment" shall be calculated as
follows:
-
Land: actual price or premium paid for the land
freehold or leasehold as deemed necessary for the
approved project at the approved location by the
authorized agent.
-
Building: the actual expenditure incurred for
construction of the office building, factory sheds
etc, as necessary for the approved project at the
approved location but not residential quarters.
-
Plant & Machinery: the fixed capital investment
in plant and machinery shall be calculated as below:
-
The cost of plant and machinery as erected at the
approved location, including the cost of productive
equipment such as jigs, dies, moulds, etc. and items
pertaining to pollution abatement measures but
excluding the cost of any second hand plant and
machinery as also plant and machinery purchased and
installed under hire purchase agreement.
In the case of plant and machinery taken on lease,
the leasing fee/charge shall be taken into account,
provided that on the expiry of the leasing contract,
the said plant and machinery become the property of
the unit.
PLANTATION-I
Advances paid to suppliers of plant and machinery for
the approved project of the eligible unit on or after
the 1st April 1999 may be taken to account in
calculating the total fixed capital investment.
PLANTATION-II
Power in calculating the actual price of Plant and
machinery in respect of the projects in the Small Scale
Sector procured through WBSIC and/or NSIC the interests
etc. on the agreed instalments shall the excluded but
the basic price including sales tax, excise duty and
other taxes etc. shall be included for this purpose.
-
"Year" means, unless otherwise specifically stated
and not repugnant to the context, the financial year
commencing from the 1st April and ending on the 31st
March following.
-
"Factory" means any premises including the precincts
there of
-
wherein ten or more workers are working or were
working in any part of which a manufacturing process
in being carried on with the aid of power or is
ordinarily so carried on or
-
wherein twenty or more workers are working or were
working on any of the preceding twelve months and in
any part of which a manufacturing process is being
carried on without the aid or power or is ordinarily
so carried on but does not include a mine subject to
the operation of the Mines Act, 1952 (35 of 1952) or a
railways running shed;
-
"Factory Workers" means a person employed, directly
or through any agency, whether for wages or not, in any
manufacturing process or in cleaning any part of the
machinery or premises used for a manufacturing process
or in any other kind of work incidental to or connected
with the manufacturing process or the subject of the
manufacturing process.
-
"Negative list of Industries" means the list of
industries at Annexure-I hereto as may be amended by the
State Govt. from time to time.
-
APPLICABILITY OF THE 2000 – SCHEME:
The 2000 Scheme shall generally be applicable to all
large, medium, cottage and small-scale projects and to
large/medium sector tourism units to be set up and also to
expansion projects of existing units on or after the
1st January, 2000. The units may be in the
private sector, co-operative sector, joint sector as also
companies/undertakings owned or managed by the State
Government.
-
NON-APPLICABILITY OF THE 2000-SCHEME:
5.1 The 2000-scheme shall not be applicable to those
industrial/tourism projects that have been registered
for and have been sanctioned incentives under any
previous scheme. These will continue to be governed by
the provisions of the registration and sanctions already
issued under the respective schemes.
Provided that for projects which have been registered
and for which eligibility certificate has been issued in
terms of the 1999-Scheme, but no disbursement of
incentive has been made, the units concerned may out for
registration under the 2000-Scheme if the projects
otherwise fulfill the terms and conditions under this
scheme.
The 200-Scheme shall not be applicable to the
industries listed in the Negative list of Industries.
-
ELIGIBILITY CRITERIA FOR INCENTIVE UNDER THE
2000-SCHEME:
6.1.1 Any industrial project in the large and medium
sector, to which this scheme applies, shall be eligible
for securing an eligibility certificate provided.
-
the project is covered by a detailed feasibility
report/project report prepared for the purpose;
-
the project has been approved and sanctioned by the
Central Financial Institutions or the commercial Banks
or the State Financial Institutions, as the case may
be. In the case of projects with arrangement of
finance from own resources, issue of eligibility
certificate shall be considered provided the WBIDC is
satisfied about the arrangement of such
finance.
6.1.2 Any Industrial unit in the small scale sector
shall be eligible for incentives under this scheme
subject to the fulfillment of the conditions specified
below: -
-
The unit in the small-scale sector as defined under
para 3 (vii) above shall be registered with the
District Industries Centre concerned finally or
permanently. Such permanent or final registration must
be valid and remain in force.
However, in respect of subsidy on investment in
plant and machinery the undertaking concerned may be
provisionally or temporarily registered on or after
the 1st April 1999 and valid registration
to that effect may be accepted in place of permanent
of final registration and the amount of subsidy shall
be judged on the quantum of investment in plant &
machinery as sanctioned and disbursed by the financial
agency concerned.
-
Industrial Co-operatives, undertakings assisted by
K.V.I.C. or W.B.K.V.I. Board as well as the
undertaking set up under IRDP/ SESRU/ IUEP/ SEEUY and
other similar self employment schemes receiving
benefits in respect of any of the items specified
under this Scheme shall also be eligible to get the
benefit of other items only under this
Scheme.
6.1.3 In case of ‘tourism unit’ eligibility
certificate shall be issued by the West Bengal Tourism
Development Corporation on (b) of para 6.1.1 and the
registration certificate shall be issued by the
Directorate of Tourism and that such a unit shall
require no Industrial Licence or letter or Intent or
Registration Certificate under the Industries
(Development and Regulation) Act, 1951 or a Secretariat
for Industrial Assistance reference number from the
Central Government.
-
For the benefit of Subsidy for conversion to piped
gas and for gas charges, an existing unit shall
require registration with Greater Calcutta Gas Supply
Corporation Ltd., and also a certificate of
expenditure approved by the Greater Calcutta Gas
Supply Corporation.
-
For the benefit of subsidy for installation of
plant facilities for use of piped gas and for gas
charges, a new unit/an existing unit for its expansion
project shall require registration certificate of
Directorate of Industries, Directorate of Tourism or
registration certificate from DIC, as the case may be,
eligibility of expenditure approved by the Greater
Calcutta Gas Supply Corporation
Limited.
-
CLASSIFICATION OF DEVELOPED AREAS AND BACKWARD
AREAS:
For the purpose of determination of types and quantum of
incentive available under this Scheme for the approved
projects, according to their location, the State shall be
classified in the flowing groups:
Group A- Calcutta Municipal Corporation.
Group B Howrah, Hooghly, North
24-Parganas, South 24-Parganas excluding the area under the
jurisdiction of the Calcutta Municipal Corporation, Burdwan,
Nadia and Midnapore district.
Group C Murshidabad, Birbhum, Purulia, Bankura,
Malda, Coochbehar, North Dinajpur, South Dinajpur,
Jalpaiguri and Darjeeling Districts.
No incentive will be granted to any unit
set up in the area under Group-A except to the extent
provided in this Scheme.
-
STATE CAPITAL INVESTMENT SUBSIDY:
8.1 An eligible Industrial unit located in a Group ‘B’
area and set up in the State on or after the 1st January
2000, will be entitled to State Capital investment subsidy
@ 15% of the Fixed Capital Investment subject to a limit
or Rs. 150.00 lakhs.
8.2 An eligible Industrieal unit located in a Group ‘C’
area and set up in the State on or after the 1st January
2000, will be entitled to State Capital Investment Subsidy
@ 25% of the Fixed Capital Investment subject to a limit
of Rs. 250.00 lakhs.
-
INTEREST SUBSIDY:
9.1 An eligible Industrial unit for its approved
project will be entitled to Interest Subsidy to the extent
of 50% of the annual interest liability on the loan
borrowed from a Commercial Bank/Financial Institution/NBFC
approved by Reserve Bank of India, for implementation of
the approved project, subject to a limit of Rs. 100.00
lakhs per year depending on the location of the unit as
follows.
-
Group ‘B’ area : 5 Years;
-
Group ‘C’ area : 7 Years;
9.2 The Interest Subsidy will be payable annually
subject to submission of a statement/certificate by the
lending Banks/Financial Institutions/NBFC so as that the
unit has paid the due interest to the institutions on the
due dates.
-
WAIVER OF ELECTRICITY DURY
An eligible unit for its approved project will be
entitled to waiver of electricity duty on the electricity
consumed for its production/ operation activity for a period
of 5 years from the date of commercial
production/operation.
-
EMPLOYMENT GENERATION SUBSIDY
11.1 An eligible industrial unit in the large and
medium sector will be entitled to reimbursement to the
extent of 50% of the expenditure incurred by it for paying
its contribution towares Employees State Insurance (ESI)
and Employees Provident Fund (EPF) depending on the
location of unit as follows:
-
Group ‘B’ area : 5 Years;
-
Group ‘c’ area : 7 Years.
11.2 An eligible unit in the Small Scale Sector will be
entitled to reimbursement to the extent of 75% of the
expenditure incurred by it for paying its contribution
towards Employees State Insurance (ESI) and Employees
Provident Fund (EPF) Scheme depending on the location of
the unit as follows:
-
Group ‘B’ area : 5 Years;
-
Group ‘c’ area : 7 Years.
11.3 The reimbursement of the expenditure prescribed at
sub para 11.1 & 11.2 above will be payable annually
based on minimum statutory limit subject to the condition
that the unit has paid its contribution towards ESI &
EPF on due dates.
-
REMISSION OF STAMP DUTY & REGISTRATION
FEE:
12.1 An eligible industrial unit irrespective of its
location will be entitled to exemption from payment of 50%
of stamp duty and registration fee required for the
purpose of registration of documents within the State
relating of purchase/acquisition of land and buildings for
setting up fo the approved project.
12.2 Not withstanding any thins contained anywhere in
the Scheme the incentive prescribed at para 12.1 above
shall be admissible from the date of issue of the
notification of this Scheme
-
SUBSIDY FOR CONVERSION FOR USE OF PIPED GAS:
13.1 An existing unit irrespective of its location
undertaking conversion for use of piped gas for
manufacture / operation on or after the 1st
January 2000 will be eligible to subsidy equal to 75% of
the investment for necessary conversion of furnace etc.
subject to a limit of Rs. 10.00 lakhs.
13.2 A new unit for its approved project set up on or
after the 1st January 2000 envisaging use of piped gas for
manufacture / operation will be entitled to the benefit
prescribed at sub-para 13.1 above for installation of
necessary equipments in the units for use of piped gas.
13.3 a existing unit or a new unit mentioned at
sub-para 13.1 & 13.2 above will be entitled to subsidy
of 20% of gas charges on gas used for manufacture /
operation for a period of 5 years from the date of
commencement of supply of gas for commercial manufacture /
operation of the unit.

SUBSIDY FOR QUALITY IMPROVEMENT IN THE SMALL SCALE
SECTOR:
An eligible Industrial unit in the Small Scale Sector
shall be reimbursed 50% of the expenditure upto a maximum of
Rs.5.00 lakhs for installing pollution control devices and
obtaining ISI Certification/ISO 9000 from approved
Institutions/Research Laboratories.
ADDITIONAL INCENTIVE FROM INFORMATION
TECHNOLOGY, ELECTRONICS, AGRO AND FOOD PROCESSING INDUSTRIES
& HPL (Haldia Petrochemicals Ltd.) DOWNSTREAM
PROJECT:
New units in the area of Information Technology (Software,
Hardware) Electronics, Agro and Food Processing Industry and
HPL Downstream Projects located in Group ‘A’ area shall be
eligible to the same incentives as are normally admissible to
a new unit located in Group ‘B’ area.
New units in the area of Information Technology (Software,
Hardware), Electronics, Agro & Food Processing Industry
& HPL Downstream Projects located I Group ‘B’ and Group
‘C’ areas will be entitled to additional interest subsidy of
10% of interest liability subject to a further ceiling of Rs.
20.00 lakhs. The total interest subsidy will be available for
an additional period of 2 years in all such cases.
New units in the area of Information Technology (Software,
Hardware), Electronics, Agro & Food Processing Industry
& HPL Downstream Projects irrespective of their location
will be entitled to full exemption from payment of stamp duty
and registration fee required for registration of documents
relating to purchase/ acquisition of land & building for
setting up to the approved project.
INCENTIVES FOR APPROVED EXPANSION PROJECT
OF AN EXISTING UNIT:
An existing unit for its approved expansion project will be
entitled to all the incentives mentioned above in this Scheme
subject to fulfillment of the conditions prescribed for the
respective item for a new unit.
-
INCENTIVES FOR LEATHER UNITS BOTH IN THE TANNING AND
MANUFACTURING SECTORS ON RELOCATION ACCOMPANIED WITH
MODERNISATION:
15.1 Leather units, both in the tanning and
manufacturing sectors, to be relocated in the Calcutta
Leather Complex will be entitled to Capital Investment
Subsidy if relocation is accompanied with modernisation.
The quantum of subsidy will be 15% of fresh investment in
plant and machinery, subject to maximum of Rs. 150.00
lakhs in case of large and medium scale units and 25% of
fresh investment in plant and machinery I case of small
scale units.
15.2 Other industries on their relocation
to approved industrial complex, if such relocation is
accompanied with modernisation, may be considered by the
State Govt. for extending similar benefits as prescribed
for units, mentioned at sub para 17.1 above, on merit of
each case
-
MEGA PROJECTS:
Not withstanding anything contained any where in the
Scheme the State Govt. may consider granting special package
of incentives under this Scheme to a Mega Project having due
regard to the characteristics of the project, case by case
basis, in the following areas:
-
size of investment,
-
special nature of the industry,
-
employment potentiality
-
down-stream effect of the industry,
-
ancillarisation effect of the industry,
-
export potentiality
-
POWER TO AMEND AND/OR RELAX/REPEAL:
Not withstanding anything contained in any of the
provisions of the 2000-Scheme, the State Govt. may at any
time-
-
make any amendment to this Scheme or report it, but the
commitments already made for an approved project shall not
be affected by any such amendments or repeal;
-
make any relaxation in applying the provisions of this
Scheme but such relaxation shall be made on the merit of
the approved project in each case, as the State Govt. may
consider necessary and appropriate:
-
may issue instructions and guidelines to facilitate
implementation, to remove anomalies and to clarify the
interpretations of the provisions of this
Scheme.
-
REPEAL AND SAVING
20.1 The West Bengal Incentive Scheme 1999 shall be
repealed and shall stand substituted by the West Bengal
Incentive Scheme, 2000 from the date of commencement of
the 2000-Scheme.
- The commitments entered into and based on any of the
previous Incentive Scheme shall continue to be
government by the corresponding Scheme.
This Scheme is issued with the concurrence of the
Finance Department vide their U.O. No. : Group C. 169
dated 05.02.2001.

ANNEXURE-I

NEGATIVE LIST OF INDUSTRIES
-
Hydrogenated edible oil
-
Hospital, Nursing Home, Clinics, Diagnostic Centre.
-
Amusement parks.
-
Bricks (excluding fly ash bricks, sand lime bricks,
refractory bricks).
-
Thermal Plants for generation of electricity.
-
Distribution of electricity.
-
Aquaculture projects.
-
Any other industry notified by the State Govt. for
inclusion in this list.
ANNEXURE - II
HOTELS:
Hotels should have facilities expected of the
establishments in 1 to 5 star category or approved non-star
category according to the guidelines issued/to be issued by
the Department of Tourism, Government of India or Government
of West Bengal from time to time. Their size should be as per
norms prescribed by the Department of Tourism, Govt. of India/
Govt. of West Bengal for such units. A Hotel should have
minimum 10 lettable rooms, Reception Centre-cum-lounge;
Restaurant, Bar, a small Convention Centre and car-parking
space.
MOTELS:
A motel project should have highway facilities consisting
of a minimum of two lettable rooms, public toilets, a
restaurant, a first-aid centre, medicine store, a utility
store, handicraft selling centre and parking space for at
least ten vehicles. Facilities like bar, public telephone
booth, car-repairing shop and fuel-filling stations for
vehicles may be included as desirable activities. About an
hectare of land will be needed for a standard motel.
HERITAGE HOTEL:
A heritage hotel project shall be located in a
palace/castle/fort/building of architectural excellence which
was built prior to 1950 and which is being converted into a
hotel with a minimum of 10 lettable rooms. The facilities and
the features along with the services should be as per
classification guidelines of the Department of Tourism. Govt.
of India as applicable to heritage hotels from time to time. A
heritage hotel will have all the facilities available in a
usual hotel as mentioned under the item 1 above.
YATRINIWAS:
Yatriniwas is actually a low-budget hotel of 10 or more
lettable rooms located near airport, railway station and

YATRIKA:
Yatrika is actually a low-budget hotel of 10 or more
lettable rooms located near a certre of pilgrimage mainly for
accommodation of pilgrims and will have all the facilities
available in a usual hotel as mentioned under the item 1 above
except bar facilities which may or may not be allowed
depending on the custom of the centre of the piligrimage.
TOURIST RESORTS:
A Tourist Resort means a unit, which has at least any eight
of the following activities/ facilities:

Health Club facilities e.g. saunabath, Jacuzzi,
streambath, gymnasium etc.

Water sports, e.g. white water rafting, canoeing,
kayaking, water skiing, yachting, windsurfing, rowing,
paddle boating etc.

Swimming Pool.

Acrosports e.g. power flying, a hang-gliding,
paragliding, para-sailing etc.

Skiing.
-
Ice-skating.
-
Roll skating.
-
Sports like Tennis, Table Tennis, Badminton, Billiards,
Bowling Alley.

Angling.
-
Nature cure facilities e.g. Naturopathy, Yoga,
Ayurvedic/Herbal cures.

Beauty Parlour including Barber Shops and massage
facilities.

Children’s corners including Creche, Park, Indoor Game
and other recreational facilities.

Landscaped Gardens and Orchards.

Jogging tracks/Nature trails.

Convention/Conference facilities.

Well-stocked library including Video Library.

Tourist Resort requires a sprawling area and
is usually located in a country side.
CAMPS AND FACILITIES ENCOURAGING ADVENTURE TOURISM:
The project of Camping and Tent facilities should have
minimum 5 tents located in an area not less than 1 acre of
land, at least two toilets and two showers separate for men
and women with running water an a restaurant. The Camping
sites should have specific sewerage disposal points for
campers. There should be proper arrangements for disposal of
sullage, sewerage and solid garbage.
Adventure tourism comprises trekking in the forests and the
hills, mountaineering, mountain biking, rock climbing,
canoeing, kayaking, water sking, yachting, river rafting, long
distance swimming and para-sailing, car rally etc.
AERIAL ROPEWAY
Aerial Ropeway means a system of overhead ropes on which
the carriers are used for the purpose of carriage of
passengers, animals or goods and includes posts, ropes,
carriers, stations, offices, warehouse, workshop, machinery
and other equipment used for the purpose of Aerial Ropeway and
the land appurtenant to such Aerial Ropeway.
RAILWAY TRAVEL PROJECTS ON THE PATTERN OF "PALACE
ON-WHEELS"
"Palace on-Wheels" Projects may connect (a) eastern U.P.
Bihar, West Bengal and Orissa (Buddhist Circuit) or (b)
Siliguri, Kurseong and Darjeeling (hill Circuit). Such
projects will require collaboration of private sector and the
Indian Railways.
